Every January, thousands of students across Pakistan, Bangladesh, and India put together a strong Stipendium Hungaricum application, submit it, and wait. A good number of them never hear back with anything beyond a generic rejection. Not because their grades weren't good enough, and not because a Hungarian university looked at their file and said no.

That's the part almost nobody explains clearly, and it's the single biggest reason applicants get filtered out early. Stipendium Hungaricum isn't one application. It's two, running on two separate systems, and both have to be done right.
Understanding the Stipendium Hungaricum Application Process: Two Portals
The first portal belongs to Tempus Public Foundation, the Hungarian body that actually runs the scholarship. This is where you register, pick your programme, and upload your documents. Most applicants know about this one.
The second portal belongs to your country's "sending partner", for Pakistan, that's the Higher Education Commission. This is the part people skip, or do late, or misunderstand. Your sending partner reviews everyone who applied from your country and sends Tempus a shortlist, called the nomination list. If your country's authority doesn't nominate you, it doesn't matter how strong your Tempus application was. It simply never reaches a university's desk.
We've seen actual rejection records from previous intake cycles, and the pattern is almost always procedural, not academic. Applicants get filtered out for things like a missing signed declaration for an incomplete document, a missing NARIC credential verification, or a transcript that wasn't translated into the required language. None of these are about whether the student was good enough. They're about paperwork that got rushed.

What the Real Timeline Looks Like
The application calendar runs roughly like this, and the gap between steps is exactly where people lose track:
November to December: programmes open on the Tempus DreamApply system. This is also when you should be contacting your sending partner, not waiting until the deadline is close.
15 January, 2:00 PM CET: the Tempus portal deadline. This is fixed, the same for every country, and it does not move for anyone.
Late January to end of February: Tempus runs a technical check on every application, confirming the basics are in order. At the same time, your sending partner reviews applicants from your country and builds its nomination list. This deadline is strict enough that Tempus has stated outright it cannot accept a late nomination list, even by a day.
If your country's nomination doesn't arrive in that window, your otherwise-complete Tempus application still goes nowhere.
Three Mistakes That Aren't About Academics
You're allowed to apply for a maximum of two study programmes, through exactly one sending partner. Applicants who submit through more than one sending partner, or who try to stack more than two programme choices across multiple applications, get flagged and rejected automatically during the technical check. This isn't a judgment call by a reviewer, it's a rule built into the system.
If you're missing a document, like a final transcript that hasn't been issued yet, you can still apply, but only if you upload a signed declaration stating you'll submit it by 1 August. Skip that declaration, and an incomplete document becomes an automatic rejection instead of a minor gap.
And if your transcripts or certificates aren't in the language your programme requires (or in Hungarian), you need certified translations attached from the start. "I'll translate it later" isn't an option here, the technical check happens before anyone gets the chance to fix it.
A Realistic Way to Plan Your Months
Given that the Tempus deadline is fixed at 15 January and your sending partner needs time to build its own shortlist before the late-February cutoff, working backward makes the timeline much less stressful:
By early November: shortlist your two programme choices and start gathering documents, starting with the ones that take longest, like attested transcripts or NARIC verification.
By early December: reach out to your sending partner directly (HEC's ARL portal, for Pakistani applicants) and confirm their specific submission requirements, since these can differ slightly from what's listed on the Tempus site.
By late December: have your Tempus application fully drafted, so the final two weeks are for review, not first drafts.
By 15 January: submit on the Tempus portal, and confirm your sending partner has what they need to include you in their nomination list.
The Actual Bottleneck
Stipendium Hungaricum doesn't reject most people for being unqualified. It rejects people for incomplete document sets, missing declarations, and sending-partner nominations that never came together in time. If you treat the sending-partner step with the same seriousness as the Tempus application itself, and you start early enough that a missing document doesn't become a January-week crisis, you've already cleared the hurdle that takes out most applicants before a university ever reviews their file.
Requirements, required documents, and nomination procedures are updated by Tempus Public Foundation and by HEC each cycle, so confirm the current Call for Applications and your sending partner's specific instructions before you begin.
Frequently Asked Questions
Can I apply to more than two Stipendium Hungaricum programmes?
No. The system allows a maximum of two programme choices per applicant, submitted through exactly one sending partner. Applying through multiple sending partners or exceeding two choices results in automatic rejection during the technical check.
What happens if my sending partner doesn't nominate me?
If you aren't included in your sending partner's nomination list, your Tempus Public Foundation application does not move forward, regardless of how complete or strong it was. No Hungarian university will see your file.
Is the 15 January deadline the same for every country?
Yes. Unlike many scholarships, the Tempus portal deadline of 15 January, 2:00 PM CET applies to every partner country with no exceptions or extensions.
